if someone was to create a html paypal button form on they'r own server, put your business email in the business input, and fill out the form choosing whatever items they wish, and setting the amount to like $1 or something and then submit it,, would it be up to you(the merchant) to sift through your orders and make sure the payment is always right?

The seller can require paypal generated encrypted buttons in their paypal profiles if they like to prevent this. Or they can use the IPN to confirm the payment amount on teh backend.
