api.paypal.com is not working Options

Hello,

to go live from the sandbox i follow the given instructions at "https://cms.paypal.com/us/cgi-bin/?&cmd=_render-content&content_ID=developer/howto_api_golivechecklist", but i was not able to connect with live account and get the error "The request was aborted: could not create SSL/TLS secure channel".

and i wondering when i tried to ping all the IP addresses given for api.paypal.com are not working.

please help!!!
