Calculating Shipping and Sales Tax Options

We are developing an eCom site with the PayPal shopping cart and IPN that must support purchases from around the world. We need to take sales tax and shipping into account depending on the destination/locale of the shipment, and cannot find a way to do this directly with the PayPal cart. Are there any built-in ways to do this, and if not, what shopping cart solution do you suggest? We still plan on using PayPal and IPN regardless of the cart.
