PayPal (Europe) Ltd. to PayPal Luxembourg Options

Hello, We were notified last week that PayPal (Europe) Ltd. is being taken over by PayPal Luxembourg (which has been given a bank license). Does this mean PayPal will be expanding their operations in Europe? Does this mean that after July 2nd "Send only" European account will become full accounts able to also receive and withdraw funds? Anyone has any information regarding this? Thanks!

This means nothing, they just moved because... well, who knows why, but the fact is that I still have Estonian 'send only' account.
