Capping the Maximum S&H Value Options

I have used handling_cart, shipping, and shipping2 to generate the minimum shipping cost and the shipping cost for multiple items. I would like to cap the shipping to a maximum of 10 dollars. Is there a command I could use to say if handling_cart + shipping(s) + shipping2(s) > 9.99 then "shipping and handling = 10.00

There is not.

Are you wishing to provide a shipping discount or are you unable to get shipping/handling amounts to match your costs?

Just want to put a maximum on shipping on shipping and handling.
If a buyer purchases that much I believe that I should discount their shipping. I guess I could just lower the shipping and shipping2 values, but I would rather just give it a maximum value.

It can be done if you let PayPal do the calc's for you (their shipping tables), BUT you may not like their breakpoints. In that case you need to go to a 3rd party cart that allows you to set your own breakpoints, and amounts. The 3rd party cart would then feed PayPal with data, and PayPal would have no say in the matter except to collect money thru their credit card.

I have addressed the problem in the single item purchase area, but that is somewhat difficult to translate into the cart environment. About the only way it works is if you insert a 3rd party cart between you and PayPal - then everything works very nicely.

Is there any development work in progress by PayPal to increase the functionality of their cart? I'm going to a free shipping model that the PP cart won't support and I don't want to spend the time writing or incorporating a another cart system if Paypal has recognized this issue and is working on a solution.

We'll continue updating the cart but I don't think there are any radical changes to shipping calculations on the schedule.
