IPN asking for username and password Options

Our PayPal IPN script is not posting back to us. I just got off the phone with a PayPal agent and he said that when IPN tried to post to the provided URL, IPN can't do it because IPN is being asked for a user name and password. How do I provide this in our IPN script post? Thank you, Steve Law
