I have a customer who is wanting me to build an affiliate style web site. Is there a feature that would allow me to do the following:

Customer refers X people and earns $20 in their account. Customer clicks button to submit withdrawal request. I want that request to go directly to Paypal as a money request from them.

Should be simple, but maybe not? (Could be a legal technicality too?) Or it does exist and I can't find it.
