How does that shipping cart button appear do I have to get the code from Fed-ex, or ups or is it in my pay-pal code?

To get the preview shipping button in paypal you have to setup a shipping profile in paypal.com, profile, edit shipping. Keep in mind that is not hooked up directly with any shipping company. To hook up directly with a shipping company you need a developer to setup the API calls.
