Not sure how many you got this issue but i struggle with this mofo hacker that uses this simple exploit. Make 20-30 random paypal accounts, donate 1$ from each then quickly chargeback all. My issue is that since my country is not supported by seller protection i pay 10$ for every chargeback. This insane exploit was reported by me 2 years ago an since paypal gets the 10$ he does not want to do anything about it. Last week he forced me to pay 430$ which really hits a soft spot.

So, if paypal does not want to help maybe i can find a way to help myself(no, migrating to some other online banking is not yet the next step but we did add pay by phone which is at least 2x times better then online banking ).
Right now my best option is to opt for authorized payment method. This seems nice but since i have hundreds of payments each day from which 40-50 from hackers ( email like hacker@freemail.de with name "sksklsalsl") it really feels like in stone age to manually check and cancel transactions from these guys and accept the rest.

What i would really like is 2 features :
- filter out to reject all transactions that are coming from not yet verified users. I simply do not wish to risk with these guys. It's not worth it for me. Make an effort and get verified.
- implement some sort of blacklisting/user rating with auto reject transaction. I'm sure there are a lot of other guys out there that would trust some blacklist from which to not accept transactions. I hate chargeback abusers. And i see a lot.( I understand that americans need this but imagine me selling toilet paper that they send back after using it a month and telling me that they did not like it. Not funny). If there would be a list where normal people would add names or strengthen opinion about already added users that they are just too clumsy to have an antivirus and their account get stolen every second day, or simply they live free by using products for 1 month then requesting money back (=> now these are the guys i want to send to the moon to grow bananas.)

Maybe there are already methods for these features. But the part i cannot find is to reject a transaction automatically before it even happens or using some automated method to tell paypal to instantly refund people that are not verified or have them in my own(preferably paypal user details) blacklist (really big and willing to share).

I really appreciate help and hope that this will bring some giant step supporting sellers and not just buyers.

Bumping this thread until some official developer gives me an answer. I pay paypal enough money monthly they could assign me one full time developer. After 2 years of waiting i'm ready to start bashing.

Another day another bump. I payed another 100$ since first post. I understand paypal is having a ball using my money but when they get back they should stress themself 15 minutes to add some features the users require.

I created 4 tickets using contact-us in paypal "interface" and none got a response within 72 hours. However i did receive a mail from paypal that they are going to lock 5% of my income just in case they need it for something. Is this a joke ?

Try it yourself. Send them a mail and ask them about this exploit or what they are going to do about it : a hacker sent me 10 times 1 $ then charged all back as soon as i accepted the transaction. I'm using authorization payment type, have unique codes assigned to products, require personal information from customers. How is paypal protecting me from such an exploit ? Why do i have to pay 10$ for each chargeback ?

I dare you to put them this question. See how they ignore the issue. They know but they like the situation(or else they would do something about it)

In case you guys are having trouble reproducing this issue then here is what you need to do:
- make at least 1 paypal account. Make sure you are protected by buyers policy. You get a 100% refund chance here
- go to the store you want to harass. Buy a lot of things, preferably less then 10$ cause it will make the store even more angry. ! Each product a new transaction !
- as soon as you payed for them, as quick as possible hit the chargeback feature. You should use chargeback via your bank!. You can come up with various reasons here, as i seen the best ones are simply : "Unauthorized payment". The crazier you spend the bigger chances you have to 100% chargeback.
- It will take aprox 7-30 days for paypal to spin it's russion rulett( yeah, the outcome of a chargeback sometimes are totally random unless you are using a bank chargeback) and refund ALL your money. From the buyers point of view nothing changed except spent 10 minutes of he's life. From the store point of view he will need to pay 10$ for each of your refunds( per transaction).

A good hacker can automize this. Create 10-20 paypal accounts in 1 day and bind all them to same Credit Card then make around 200 transactions. Probably Credit Card is empty or some other trick is used cause 75% of he's transaction will fail. Statistics say that the other 25% will instantly be locked by paypal or chargedback by him.

It is one thing that the store pays dayly 500$ on this little harassment trick but after a while paypal will panic and lock 5% then 10% .... of the transacion amounts for 90 days to make sure the store has enough money to pay the chargeback fees.

What actually hurts ? This 5% atm for me represents around 6000$ monthly. Money that i could pay the products i already bought or simply buy new products i could sell.

THIS IS HOW PAYPAL HELPS YOU GET BANKRUPT !

Since it's been a week and there has been no answer, day by day i will try to stumble on a random forum and post this tutorial. Hopefully after enough people get harassed paypal will finally do something about this. 2 years of waiting was just enough for me.
