Is it possible that under certain conditions
I would stop receiving any sort of IPN notifications?
I am doing a lot of testing for our system that will sell subscriptions, and therefore I am doing a lot of buy subscription/cancel/refund operations.
Things worked fine for a while, ie I would get subscription signups
and cancel messages just fine, but all of suddain, I stopped
receiving any. No changes in the code, just the fact that I had
cancelled a bunch of these test subscription.
Is there some sort of batching/queuing going on?
Anybody else has noticed such a behaviour?

Well, it's been almost 2 hours now, and still no notifications from Paypal.... You said you've noticed yourself delays of up to an hour? If this frequent? That's sounds really bad - we are not talking emails here - it's supposed to be an immediate http connection. Otherwise, how can we ensure that we'll be able to grant immediate access to customers buying subscriptions for example? I've double checked that my settings are correct (IPN turned on and the correct IPN URL is set), and (the lack of) debugging traces right at the begining of my 'script' (java servlet really) indicates that it never get called....

Denis - it's possible we may have been doing some system upgrades to prepare for our multi-currency currency rollout tomorrow... if you're still experiencing problems you may want to use the Developer Webforms to send a note to customer service and check if they can help you resolve the issue. developer webforms are here (item #5 at bottom): http://www.paypal.com/pdn-support/
